2011年，全球最大的城市之一——北京，迎来了自己的“水质危机”。据《中国日报》报道，北京市水务局11月28日公布了2011年前三季度北京市水质监测结果，结果显示，今年1至9月，北京市的水质总体上符合国家水质标准。然而，与2010年同期相比，今年上半年北京市部分地区的水质明显下降。

根据监测数据，今年上半年，北京市有12个地区的水质不符合国家标准。其中，东城、西城、朝阳、海淀、丰台5个行政区的水质均好于去年同期。然而，昌平、通州、顺义、房山、大兴5个行政区的水质则明显下降。特别是顺义区水质比去年同期下降了近一半。

对此，北京市水务局局长徐志军表示：“今年上半年是北京市大气污染扩散条件较差的一个季度。”徐志军说：“雾霾天气对水资源影响很大。”

根据徐志军的说法，雾霾天气会阻碍降雨进入地下水体，导至地下水位下降。此外，雾霾天气还会使得大气中的尘土飘扬到地表上来，进入到人们生活用水中。

因此，要想解决北京的水资源问题，就必须要解决雾霾问题。徐志军表示：“我们正在努力寻找一种能够有效减少雾霾天气出现的方法。”目前已经开始尝试在雾霾天气来临之前采取一些应急措施来减少雾霾天气对人们生活的影响。

徐志军表示，北京市正在努力改善大气污染问题。他说：“我们正在努力减少工业污染物的排放，并且正在努力控制汽车尾气排放。”此外，北京市还在努力实施一些长远的解决方案，例如建设公共交通系统、发展再生能源。

然而，徐志军承认，要想彻底解决北京的空气污染问题是一个非常困难的任务。他说：“目前我们还不知道该采取什么样的方法来彻底解决这个问题。”但是他表示，北京市正在努力寻找一种能够有效解决大气污染问题的方法。
