诺亚传说新区位于长沙市岳麓区，是一个集商务、旅游、休闲、娱乐为一体的综合性新区。该新区占地面积约200公顷，总规划用地面积约100公顷。目前，该新区已经形成了以“一中心、三圈、五片”为轴线的功能布局格局。

一中心是指该新区的核心功能区——商务中心区。该中心区占地面积约30公顷，总规划用地面积约15公顷。目前，已经形成了以主干道东西向两侧延伸、南北向上下分布的“四条街”格局。四条街分别是：南街、北街、东街、西街。这四条街将形成一条东西向的商业街道，南北向的旅游街道，以及一条东西向的旅游步行街。

三圈是指该新区周边的三大功能圈——旅游度假圈、休闲度假圈、生态休闲圈。旅游度假圈占地面积约60公顷，总规划用地面积约30公顷。目前已开发出以“天使之泉”主题公园为核心的“天使之泉”旅游度假区。天使之泉旅游度假区内设有多个主题公园如：天使之泉乐园、天使之泉水上乐园、天使之泉生态乐园、天使之泉动物乐园。这些公园将形成一个集休闲度假、生态教育、动物保护于一体的大型旅游度假目的地。

休闲度假圈占地面积约40公顷，总规划用地面积约20公顷。目前已开发出以“海上明珠”海洋公园为核心的“海上明珠”休闲度假区。海上明珠休闲度假区内设有多个海洋相关的主题公园如：海上明珠水族乐园、海上明珠海洋教育乐园、海上明珠海洋公园。这些公园将形成一个集休闲度假、生态教育、动物保护于一体的大型旅游度假目的地。

生态休闲圈占地面积50公顷，总规划用地25公顷。目前已开发出以“诗意人家”农家乐风情小镇为核心的“诗意人家”生态休闲区。诗意人家生态休闲区内设有多个农家乐相关的主题公园如：诗意人家农家乐风情小镇、诗意人家农业科技园、诗意人家果园。这些公园将形成一个集休闲度假、生态教育、动物保护于一体的大型旅游度假目的地。

五片是指该新区周边的五大生态绿地——天使林、天使山、天使湖、天使谷、天使州。天使林占地面积约30公顷，总规划用地面积约15公顷。目前已开发出以“天使林”主题公园为核心的“天使林”生态绿地。天使林生态绿地内设有多个主题公园如：天使林风情小镇、天使林农业科技园、天使林果园。这些公园将形成一个集休闲度假、生态教育、动物保护于一体的大型旅游度假目的地。
